In recent decades, the role of local governments as actors in international relations has become increasingly significant. In traditional international relations studies, local governments are considered sub-national actors, while on the one hand they bear state responsibilities, but on the other hand, these entities do not fully represent the state.
Furthermore, local governments cannot be categorized as non-state actors due to their limited independence as actors in cross-border interactions.
IJCD is a periodical dedicated to supporting the development of international relations, legal science (especially international law), communication science, public administration, political science, and local governance, specifically highlighting the practice of international cooperation by local governments, particularly city governments.
